CloudGartner's CIO Agenda survey results reports 2011 IT budget projections are globally flat, with an average budget increase of 1%-- with European budgets on the decrease.

German and UK budgets will decrease by 2.7% and 6.9% respectively, while France should see a slight increase of 0.2%. Organisations are emphasising on growth, while remaining vigilant on costs and operational efficiencies. Growth remains the main point of emphasis.

CIOs are to adopt cloud services faster than expected-- while 3% have the majority of their IT on the cloud, CIOs expect it to rise to 43% in 4 years' time.

Gartner says as new technologies are adapted, CIOs expect dramatic changes in IT, through implementation of of new infrastructure technologies. Leaders will also redirect IT resources in order to create greater business impact, raising issues on IT's role in their organisations.

Ultimately, the destruction of old practises is required in order to redeploy resources into new initiatives.

However the survey also highlights many CIOs hiring contractors and outsourcers to fill their organisations' skill gaps.
